法兰克怀特，一名职业军人、越战老兵，也是中情军的特务，正面临这辈子最艰苦的一场战役，他正因刺杀一名中美洲外交官米格尔里维拉而受审。这件案子的凶手只有两个可能：一是怀特，二是他的好友瑞克柏恩斯，一名退役的狙击手，现则是黑手党的杀手。法庭上的证词显示出里维拉与大毒枭瓦特曼建立了复杂的网络，不但从事国际贩毒走私还插手拉丁美洲政治。怀特和柏恩斯曾带领一次突击任务，深入哥伦比亚丛林，要破坏瓦特曼最大的古柯碱工厂。在一阵枪林弹雨后，整个突击小组都被歼灭了，仅留下怀特和柏恩斯。柏恩斯返家后脑中只有一个念头：复仇；不过当瓦特曼发现他行刺里维拉的计划后，瓦特曼转而恐吓怀特以牵制柏恩斯的刺杀行动。在法庭内激烈的交叉审问中，怀特必须完成他最后的一项任务，揭露事实才能永久地摧毁瓦特曼。
